seems this is a puppet nation of someone else.
no evidence right now, and no clue about the puppet master in question - clearly it's someone who wanted a region of his own (megalomaniac dream ?), but if you think this <em class='bbc'>really</em> matters (for the moment, there does not seem to be any potential danger), I can try to fin a bit more about him (I said "try").
