Legal Question: Appending of titles

I'd like to ask the Court if appending one's position in Cabinet to a statement, as seen here and here would make it an official statement, given that former Chair of the Assembly Sandaoguo (Glen-Rhodes) also appended his title to a statement that was published.

It is the opinion that the forum signature does NOT make a document an official statement. Similar to some one signing a letter Dr. John Doe does not implicate medical advice. 

That being said, all three of those post start, within the post itself as being "From the Desk of"

as the first line would be interpreted as government letter head from a government official and deemed as official government correspondence. All three of those would be official statements for the Above reasons And with out those three lines. they would be from a citizen who happens to be a cabinet member,
