Amendment to Articles 13 and 17

I am proposing the following changes to the Charter. I feel that we need to move the Ministry of Foreign Affairs under the direct control of the Delegate. The Delegate will be tasked with appoining the person or persons he/she wants to help run the Ministry. I feel that this is an important step in moving forward as a region.



Quote:<strong class='bbc'>Article 13 - Responsibilities and Authority of the Delegate</strong>[*:1v46y1ti] The Delegate?s power is only binding as long as they hold the Delegate position. All Ministries and official arms of the Coalition bow to the will of the office of Delegate, not the individual nations wielding the power.









[*:1v46y1ti] The Delegate cannot surrender the sovereignty of the region to any group or alliance without approval from the region in form of a Cabinet vote.









[*:1v46y1ti] The Delegate may act only in the interest of the region with the consent of the region. Expulsion may only take place as outlined above. The Delegate must follow the Charter completely.

[*:1v46y1ti]The Delegate will be tasked with running the Ministry of Foreign Affaris and appointing any necessary persons to assit in carrying out those duties.</strong>









[*:1v46y1ti] The Delegate shall be informed of all information concerning the region by the Cabinet immediately.

[*:1v46y1ti] The Ministry of Foreign Affairs shall be responsible for negotiating treaties, alliances, and other agreements with other regions and organizations external to The South Pacific.









[*:1v46y1ti] This Ministry cannot form alliances without the consent of the Assembly of The South Pacific by vote.? However, the Assembly may form alliances without the consent of the Ministry of Foreign Affairs, see Article 8.3-4.

*control, not controllTongueBut aside from my coup-related issues, I think I'd oppose this; I can understand the need for it with a current lack of candidates, but usually I reckon there is no more need for a delegate to control FA, than, say, Justice, or Security; it seems anomalous.

*assist, not assit TongueAnd I'm not sure I'm very keen on this idea. You could just as well put all ministries under direct control of the delegate and be done with the cabinet. Now that the delegate is elected there's still a check in place, but I'm not sure if it's a good idea.

In all honesty if we are going to do a complete reveiw of the Charter we should probablly wait. This might not end up being the way we go while discussing the Charter.
