Meh, I feel like we're making assumptions here we shouldn't. What if the GC catastrophically failed and nothing happened? I say we proceed as normal until we have a reason to know there is a change, and hold elections again after the GC if the GC is a radical change. I'd rather have too many elections than none at all.

It doesn't really matter, I see the practical reasons for wanting to do it this way. I'm probably being overly idealistic here.
