Board Administration Amendment to the Code of Laws
#1
Article Eight: Board Administration
<ul class='bbcol decimal'>

[*]Board administrators may be selected internally. However, at any time the Assembly of the South Pacific may vote to recall an administrator with a 3/4 supermajority.

[*] Administrators have no authority to infringe upon the rights of free speech unless the content is pornographic, threatening, or illegal.

[*] Administrators hold no judicial role in the region. They may not suspend citizen accounts, remove citizen privileges, or any other action on a citizen account without order from the Courts.

[*] Administrators are expected to not divulge content gained from private forums. Revealing content without consent is a crime.

I agree with this, but it should be noted that point 4 basically extends to everyone who has access to private content, including forums as well as IRC channels with confidential discussions.

My only real comment, as Awe had stated, clause 4 should not just apply to admin, but anyone having access to private areas... Boards or IRC... And should be added something along the lines of, "Administrators may not post in any private forum they would otherwise not have access to, unless granted by the specific content moderator".And, sticking with current formatting, can we say 75% rather than 3/4ths... Makes it a bit cleaner Smile

How will recalling the root admin work?

Also accounts are suspended daily by the IPS Spam Monitoring service for being known spammers this would be illegal under this amendment.

I amended it to make sure it was clear that this only applies to citizens.

You didn't answer my other question.  Since I am root admin and my account is the root account and I am also hosting the forum how would removal of the root admin work?

Furthermore do we really want to put more power in the Courts hands?  This same Court that wanted to suspend a member from the entire forum for 48 hours a punishment for posting in a trial thread when not supposed to?

48 post moderation =/= suspension from the forum.

Yes, I want the power in the hands of my political government. In the hands of officials who we elect, who we scrutinize, and who we can hold accountable. The administrative team isn't accountable to anyone -- doesn't receive a single vote -- and seems to oppose any limits on it's membership, as well as wanting to appoint the Elections Commission itself from itself. That's scary for me as a democratic region.

To answer your other question, if you were recalled I would assume that would act as a motion to start a new forum. Something that I hope we *never* even have to consider, but we also can't pretend you are the "final say" or the "buck stops here" guy for a democratic South Pacific.

So instead of taking a major task off the admins hands and putting them into the hands of the Court (which I am not a fan of) why don't we go the simpler route of just adding a recall option for admins?

Having a recall ability alone makes admins accountable to the users of this forum as if they don't do what they are supposed to they can be recalled.

And for your EC comment, that was discussed during the GC and people were in support of not locking down additional people to a job and blocking them from serving as EC's.  That is the only reason it was moved to admins.  As it was already the admins had to setup the forum structure for elections it made sense to move it to the admins.  If you have an issue with that then amend the Code of Laws for it.

I do not favor this change and will vote no when it goes to vote.  I don't know what or where your admin bashing agenda came from but it started when we were still on ZB.  This isn't Euro and we do not have a Court like Euro in which is setup to handle admin tasks as well.

As ... I think ... the only person who's acted as a root admin beside Hile ... I feel I'm in a unique position to sound off here.

While it's not ideal for one person to have ultimate power with the forums ... the root admin is really the person who makes the "democracy" possible. I, personally, think we're lucky to have someone as dedicated as Hile in that role.

To be really frank here ... we can talk all we want about "democracy," but you need people to adhere to it. The entire system is fragile as was clearly illustrated by the Carta situation. We need people we trust to both enable and protect the "democratic" system set up.

Does that create some level of oligarchy? Perhaps. But without these individuals every region would be in a constant state of turmoil as new ... and potentially Trojan horse individuals ... take power.

I'm not against a recall procedure. But let's be realistic about the "democratic" options when it comes to the game.

I don't have an admin bashing "agenda". I see a problem in how we handle things, and I'd like to fix it. I am not just going around bashing people for the fun of it, I am proposing solutions. Maybe you don't like them -- and that's fine -- but let's not pretend like everything is perfect right now either.

This isn't personal Hileville -- it really isn't. I like you as a forum member, and even as an admin. But I don't like how -- as of this moment -- you can pretty much do whatever you please without any of the other valuable members here having a say.

I am aware this isn't Europeia seeing as how I have been in the South Pacific for almost three years now. I love the South Pacific as it's own entity. That doesn't mean we should try to make our courts better, and that doesn't mean that I don't argue for what I think is right.

I agree with everything but the recalling admins.

I view our role more of making sure things function NOT content moderators.  Who are we to say what should and shouldn't be posted?

I do think short suspensions from posting are sometimes needed as a warning to cool down.

HEM, it's been 8 days since you last posted here. Are you still working on a compromise bill? If not, I'd like to revive your original proposal, as I would have supported it in that form.
