First of all I apologize that I didn't react sooner to this. Also it's a bit sad that no-one else felt the need to comment. I foresee a storm of protest after this is passed, as seems to be custom in this region :eyes:
Ok, overall it's looking fine, but a few comments, some things do need tweaking, the important bits in red.

Further I am worried that there is no clear division of power and responsibility between Delegate and Prime minister. I think this can lead to problems.
