Eliminate 'Private Assembly Hall'

I think a better course of action would be to define exactly what goes into the Private Halls and if someone posts something that doesn't belong it is moved.  There are clearly some items such as Declarations of War that need to be in a private area.  I would also favor Treaty discussions being kept private as well.  Anything else besides that shouldn't be in that area in my opinion.
 
Blocking people from posting in a thread until the CoA gets around to starting it will delay our legislative processes.
