I may be blind, but where in the Charter/Code does it say MoFA/MoA are non-voting? Only thing I can see is that we don't have to have NS resident nations to keep membership...?

They were intended to be, but it seems that the drafting didn't word it properly. Originally they were included as 'Observer members'. However, that dates back to a pre-GC version of the CSS, and I'm not entirely sure they need to be part of the post-GC version.

In reality they don't as the two ministers were there to watch over the body and now we have the Vice Delegate to do that.  This is something that will have to be looked at after we finish getting back on track.  The initial roster was a mistake by me.  I changed that shortly after and put the two ministers under the category of Charter members which has voting right but are not part of the line of succession as per the Code of Laws.
