An Amendment to Article 6 of the Charter

At the current moment, there is no provision in the Charter for the right of citizens to nominate another resident for the Committee for State Security. As stated by Hileville:

While I do see this as fair logic, it seems many otherwise wouldn't even consider joining the CSS (Case in point, the recent nominations by our Honorable Delegate, Miss Escade, IIRC they all accepted their nominations, but previously hadn't applied for membership) unless nominated. It seems only logical that citizens should have the right to nominate whoever they may see fit, it would increase the level of democracy preset in TSP, and considering the 75% agreement needed for an appointment for the CSS, it wouldn't really increase the risk of unwanted/untrustworthy people. Therefore, I propose an amendment to Art. 6, Sec.1 to allow for more than just the delegate to nominate citizens for the CSS. I think this should cover all the bases of the intention of the bill:

  1. Membership in the Committee for State Security requires membership in the World Assembly with a nation in The South Pacific and the approval of the Assembly.

  3. Membership will require a 75% majority vote in favor of admittance by the Assembly.
  4. Committee for State Security members may be proposed by any citizen of the South Pacific.

  5. The Vice Delegate will serve as the Chair of the Committee for State Security.
  6. The Minister of the Army and Minster of Foreign Affairs will serve on the Committee for State Security but are not required to meet the requirement of holding a World Assembly nation in the Coalition.
