Hem, Bels,I am interested in seeking an intelligence-based alliance with a region such as the United Federation. What are your thoughts?

Why The United Federation? I wasn't aware they had much of an intelligence deparmtent.

They have good resources to lend to any intelligence effort and co-operative leaders. I think they are a good candidate for an arrangement such as this. I am not sure what we could offer them in exchange for their assistance in broadening our intelligence department (other than the benefits of shared working) but I am sure as a feeder there is plenty we can offer a young, actively growing region.
