PM: New Charter Needed

South Pacificans,



For the last months we have been working on repairing the current charter of our region. Through frustration angst many of us have come to realize that the current system is not working.



There is no incentive to serve in government, the system isn't structured around activity maximization, and even the amended versions put too much confidence on a delegate who can serve for hundreds upon hundreds of days without check or confidence.



I propose today that we move to a new system, rewriting the entire charter based on the ideas of the people of this region. I can see many proposals being put forward, and I shall be submitting my ideas aswell.



As I mentioned in my opening speech we have much potential here. But we cannot allow it to slip out of our hands. We must create a system that breeds activity, and put as much effort as possible into it to ensure it works.



I'm sorry I can't give you a 1000 word novel this time, but I implore everyone to pitch in and help make this region great again,
