<strong class='bbc'>The Council of Emerald City</strong>



Things have been chugging along at a rather decent pace over the past month or so here in Lazarus. The most significant aspect of forum life has been the busyness of the Council of Emerald City. In the past two months, the Council has passed two new resolutions and is currently debating a third and fourth.



The Emerald Inquisition



Back at the beginning of November, the Council voted to create a judiciary body for Lazarus. Until recently, Lazarus has not had a real need for a judiciary body, but after the hassle of dealing with the forum destroyer Addarow off and on throughout 2007, the Council decided that a judiciary was necessary to help deal with these sort of NationStates players. North Harmoneia <a class='bbc_url' href='http://z13.invisionfree.com/lazarus/index.php?showtopic=1378&st=0'>originally proposed</a> the idea for a judiciary court. Eventually, we fine-tuned the proposal around the end of November, but it wasn't until early December that we all had decided upon a name for our judiciary and could bring the <a class='bbc_url' href='http://z13.invisionfree.com/lazarus/index.php?showtopic=1454'>resolution to a vote</a>. Thus, the Emerald Inquistion was created with 94% in favor and 6% against.



The Courts of Justice



Shortly after the passing of the Emerald Inquisition, Carlopia proposed voiding the Emerald Inquisition and instead raised the issue of creating a more permanent court system for Lazarus: "What I suggest instead is that the Judiciary become an official arm of Lazarus in a permanent way. Instead of a part time Judiciary we should instigate a full time Judiciary." Citing the need for a Lord Justice to moderate over the courts, Carlopia stated, "The Courts shall be responsible for the interpretation of law and handling of matters deemed criminal in Lazarene law, excluding impeachment. It shall be the responsibility of the Lord Justice of Lazarus to interpret the law whenever called upon or they deem it neccessary to settle a dispute, and their decision shall become binding precedent, unless overturned or made irrelivant by a subsequent piece of legislation...Not sure how full this idea is, but I like it for the most part because it gives a fixed head of the Judiciary who does have a purpose in interpreting and applying the law constantly (which would therefore make the LJ an expert in the law) while maintaining some neutrality." The Council <a class='bbc_url' href='http://z13.invisionfree.com/lazarus/index.php?showtopic=1378&view=findpost&p=12661914'>debated</a> the merits of this new piece of legislation throughout most of December before deciding to bring the matter <a class='bbc_url' href='http://z13.invisionfree.com/lazarus/index.php?showtopic=1522'>to a vote</a>. No one, unfortunately, was really around due to the holidays when the vote was taken, so it passed unanimously thanks to three voters.



Lord Justice



Everyone seems to love the Courts of Justice, however. King Dezzland <a class='bbc_url' href='http://z13.invisionfree.com/lazarus/index.php?showtopic=1551'>appointed Starlav (who now goes by Disaster & Triumph)</a> as the Lord Justice at the end of December, and we are glad to have the Courts in his capable hands. In turn, Disaster & Triumph, appointed Joshua, Carlopia, and Pope Lexus X to be the jurors of the Law Commission. Together, the four of them are working to create some law reforms and new pieces of legislation to introduce to the Council.



Current Council Debate



Currently, there has been a lot of debate within the Council over two newly proposed pieces of legislation - <a class='bbc_url' href='http://z13.invisionfree.com/lazarus/index.php?showtopic=1542'>the Anti-Spamming Act of 2008</a> and <a class='bbc_url' href='http://z13.invisionfree.com/lazarus/index.php?showtopic=1605'>the Lazarene Slander Act</a>. The Anti-Spamming Act has been shelved for the meantime, probably until after the Lazarene Slander Act comes to a vote, which should hopefully be fairly soon.



At the moment, things are topsy-turvy in Lazarus due to the start of February High Chamber Elections and the recent retirement of King Dezzland. But more on that stuff next time!

Weeks of changeover and confusion within the government of Lazarus have finally ceased, with the election of a new High Chamber by the Council of Emerald and the ascension of King Northern Chittowa to the throne of Lazarus after former King Dezzland?s abdication. In a brief speech to his new subjects, the honourable King of Lazarus lavished praise upon the former King and suggested that the time of his reign will be one of ?continuation?. The credentials of the new King can not be doubted by even the staunchest of NationStates critics; King Chittowa is widely hailed as one of the more experienced players across the globe and served as Seneschal for the former King ? a position sure to set his Majesty in good standing for the oncoming Kingship.



With his ascension from Seneschal to King, Norther Chittowa?s first act as King was to announce Aisli ? former Advocate of Foreign Enticement ? as his Seneschal in royal affairs. Typical of the new Seneschal, who was also made a Countess by King Dezzland in his last royal act, the first reaction to her new appointment was to joke ?no pressure? for the upcoming turn in office. Both the new King and his Seneschal have been widely greeted with joy by the populace of Lazarus; many of whom are relishing the prospect of an ?exciting and fruitful? new term of governance.



However the changes did not stop with the ascension of a new King and Seneschal. Just a week after the changes of the Royal Courts a new High Chamber has been chosen in an uncontested. The first position to be confirmed was that of Steward of the Emerald City; an election won by experienced Council member Plots ? a long serving citizen of Lazarus. Plots, who has been a Lazarene citizen since early 2007 took the time to thank those who voted for him in the elections. A plan or direction for the new term of governance has not yet been seen, however many within the Council are expecting an invigorating term to continue the development of law that has been seen recently within the Council ? not least of which has been the continued improvement of the systems of justice.



A new Advocate of Foreign Enticement was also elected in the new term after former Advocate Aisli was announced as Seneschal. Former King Dezzland, who has consented to remain a Lazarene citizen and member of the Emerald Council was unanimously elected by the Council as the new Advocate. Dezzland, whose Kingship saw a great improvement in foreign relations - as well as improvements at home in handling matters of State ? has already been handed a challenge in his new position with the ongoing affairs in The North Pacific. However after a highly successful and widely acclaimed Kingship, many are hopeful that the new Advocate will not only live up to expectations ? but that he will excel as a government official.



Experienced soldier Killy Kitty has been elected to replace No State At All as Guardian of the Realm ? a job that involves protecting the region and maintaining the Emerald Legions at a state of readiness; should they be needed to defend Lazarus or her allies. Although no plan of action has been announced, those who are members of the Legions would be wise to expect a tough stance on discipline and a highly active training plan to be established by the new Guardian ? a soldier considered by many to be an astute and upstanding military officer and tactician.



The Public Relations Office has also experienced a change in leadership in the latest round of elections. Relatively new Council member New Carlopia received unanimous support in his election as Director of Public Relations. Carlopia ? who served in a similar role as Aedile of The New Meritocracy for several terms ? is expected to bring energy back to the Office by establishing a weekly timetable of news and through attempting to create news synchronisation deals with other influential regions across the Globe.



Though the new round of elections has seen an entirely new Chamber elected, many are hoping that the Ministers will be up to the task and steer Lazarus onto the path that has led to a new found prosperity in the region ? however, only time will tell.

<strong class='bbc'>Lazarus Begins Era of Justice</strong>

<em class='bbc'>New Judicial system created to replace Emerald Inquisition</em>



Following a month of debate, several different ideas and the establishment of the Emerald Inquisition, the Council of Emerald has passed a new Justice Act to create Lazarus? very own Courts of Justice. The Courts, an idea spearheaded by Carlopia after the creation of the Emerald Inquisition, create for the first time an independent judiciary in Lazarus to ensure that the law is upheld from a neutral and strictly legal point of view, allowing it to escape the trappings of political agendas. Most importantly the new proposal allows for trial by ?jury of peers? appointed by the Lord Justice. Another important role of the new Courts is their implication on current law. The Act creates a sub-branch of the Courts; the Law Commission ? responsible for the maintaining and proposing reform for legal clarity or benefit of Lazarus where possible.



After receiving strong support in voting, the Act was passed and King Dezzland appointed Starlav (now Disaster and Triumph) to serve as the prestigious first Lord Justice of Lazarus, a role crucial to the survival and impact of the Courts. Upon his appointment, Starlav described it as a ?great honour? to serve as such an important member of the Lazarene community and promptly appointed Carlopia, Pope Lexus X and Joshua to the Law Commission, all of whom accepted their posts. The Law Commission has already had an impact on Lazarene law; proposing changes to the Forum Defence Initiative and the Mandate concerning the majority needed for voting. The Lord Justice has also been in on the fun; having had to interpret meanings in the Justice Act, the Mandate and he is currently forming an opinion on the necessity and legality of abstain votes in legislation.



Also on the agenda for the Courts is a look at a ?system of representation? in legal cases. As yet no criminal trials have come before the Courts; Odimus left before it was necessary for trial under the Forum Defence Initiative. However Commissioner Pope Lexus is of the opinion that representation in criminal cases should be codified into law. Under the new Act criminal trials take place with a jury of 3 peers, but there is no grounds for legal representation mentioned in the Act. One idea that has been discussed is to use members of the Law Commission as it is an independent body. However the grounds for conflict of interest could see that fail should it come to vote.

<strong class='bbc'>Invasions! Oh My!</strong>



As the world of NationStates is most likely already aware, Lazarus was recently invaded back in mid-April. A group of several raider regions decided, due to a grudge they harbored against the Founderless Regions Alliance, that Lazarus would be the perfect place to use as an example of the FRA's inability to stop raiders from being successful. The invasion was led by Bromannikha of The Last Kingdom, who went under the name of -Hellraiser-, and was assisted by other raiding groups, including The Black Hawks, Great Britain and Ireland, The Black Devil Militia, and Kodiak among others. Lazarus rallied and did her best to withstand this assault, but the invaders ended up sucessfully overthrowing Northen Chittowa's delegacy by a mere seven endorsements. Bromannikha/-Hellraiser- ceded the delegacy back to Northern Chittowa by the end of the next day, which was just as well because Northern Chittowa was set to reclaim it anyway that evening due to a new surge of endorsements from Lazarene allies. Most Lazarenes don't fully understand the cause for the attack; Northern Chittowa is part of the FRA, but Lazarus as a region is not, so we didn't really see what provoked the invasion. All in all, it was a rather exciting and random attack, and all Lazarenes are glad it ended so easily without any lasting damage to the region.



In response to the invasion, I have three editorials for perusal. The first is from our mighty King, Northern Chittowa.



Quote:The recent invasion has made me think about certain things.  Firstly, am I really that hated in NS today that people from all over wish to come and remove me from my seat!  The issue at hand was made even more confusing due to the invaders changing their stories every time someone questioned their motives, or even put them to sleep in a debate.



For instance, the original reason Brom and his merry men invaded were to ?Bring activity to Lazarus?.  Now, as he was a member of Lazarus in the past and a Council member he could have quite easily challenged me to the delegate?s seat as the Mandate states.  It certainly gained a few chuckles from the Council when we found out he had placed his own region under marshal law due to inactivity!



When he was confronted with this it then became a personal vendetta against me!  He called me ?Negative Chittowhat?? Which I?m sorry, but it?s hardly the worse name I have been called nor is it the most imaginative?



But then he changed his reasoning once more!  He stated that it was a vendetta against the FRA!  But what is even funnier is that he believes about the so called ?FRA Conspiracy? and it is their goal to ?control the feeders!!?



Stranger still is that the FRA have no links to Lazarus, apart from myself being the King of Lazarus and a co-founder of the FRA.  Since when that means they are one of the same I have no idea, but in Broms world, it does!



Before he left, Brom stated some words which will forever be with me?



?Don?t blink!?



Now, I?ve blinked quite a few times since then, as I?m sure has everyone else?Nothings happened yet, but who knows?One day it might, so be carefulWink
The next editorial comes from Dezzland, our former King.



Quote:The other day I received a odd telegram. The message was sent by a nation called Darkrai. It read, "Sorry about your region". Why this nation chose to contact me, I don't know. I had not been vocal on the RMB and had no WA status. It reminded me of a twelve year old who runs home to his mother and says, "Look mommy, look! I got an 'F' on my report card".



Nevertheless, my interest had been spurred and I replied to the telegram. My question was simple, "Why are you sorry?" Darkrai then informed me that Lazarus had not been the target of the invasion, but the Founderless Region Alliance. Thinking my memory had been vaporized by the party I had been to the night before, I quickly visited the FRA forums and confirmed that Lazarus was not a member.



This I found puzzling. Lazarus was not an FRA member AND the invasion targeted the FRA. I assumed the logic behind this was so brilliant that my simple mind just couldn't grasp it so my questions continued.



"What did you accomplish?" I asked Darkrai. The answer? This invasion sent a message to defenders: you can't stop us! Again, the genius of this plan alluded me. I thought Lazarus was allied with the LWU, a raider organization. I had also thought that the Lazarene Minister of Defense was a raider. But if there's one thing Darkrai had taught me, it's that I really didn't know much about the game.



Bromansjdnia (or however the hell you spell it) and Darkrai only set out to send defenders a message. I have since learned this message to be:



WE ARE INCAPABLE!



but I fear that it was drowned out by the sound of their own applause.
And finally, I have an editorial from Bromannikha himself in which he explains the invader's side of this invasion.



Quote:Since the invasion of Lazarus, many people have asked me the same question: "Why the hell did you do that?" I've answered the question in several ways, leading some to believe that these inconsistencies mean that it was just a random raid, an idiotic venture holding no particular importance or meaning.



I can assure you, all the reasons I have given are true.



So let's look at all my reasons:

1. For activity-- NS has been in need of some large-scale, international activity since the TNP ordeal. No one else has tried to do much of anything about it, so a large raid might not be such a bad thing. On another level, Lazarus needed a shake-up; it's leaders needed to notice that the region was in dire need of change (which I will further outline later). But in the very least, the invasion shook things up. Does anyone not want activity?



2. For invader unity-- I'm not quite sure when the last time was when I saw so many invader groups unite in a single effort. Granted, this invasion didn't involve as many nations as some of the larger raids in NS history, but it did include many more regions than I have ever seen. While invaders have long outnumbered defenders, the fenders do have an advantage on us raiders: unity. Organization is key when trying to commit yourself to an effort. Defenders are noted for their quick response and unified front against the much-larger invaders. The invasion of Lazarus was, in some way, an effort to unite some invaders which may not have necessarily ever cooperated in such a way.



3. For an attack on the FRA-- And here's the part will some of you will stop reading; here's the part where my ethical appeal will be destroyed in many eyes. However, it's a reason I've given so I'm obligated (and greatly obliged) to explain it.

Northern-Chittowa is FRA. He doesn't separate himself from the defender organization. He is the Speaker of the Assembly of the FRA, and practices defender tendencies/policies in nearly every military situation. He claims that "Lazarus is allied with invaders". While that may be true, Northern-Chittowa is not [allied with invaders]. The FRA has been gaining more and more power through stretching its policy of defending to ever greater and greater heights. But with NC on his "throne", Lazarus will be ever oppressed.



So there are my reasons. I've given them all prior to now, so they should come as no surprise.



Lazarus was never put in harm's way during the invasion. I would have never attempted it if Laz were to suffer any harm. On the positive side, tons of activity was created (see! invasions aren't so bad!). So even though we withdrew after only a day atop the delegacy (and yes, we did withdraw; we weren't forced out by any means), at least we weren't corrupted in doing so. Goodnight, NC!
And there you have it. The invasion, in a nutshell.



<strong class='bbc'>Election Fever!</strong>



Currently in Lazarus, we are <a class='bbc_url' href='http://z13.invisionfree.com/lazarus/index.php?showtopic=1820'>voting</a> for our new High Chamber. Plots, our current Steward, opened elections on May 5th, and they've been going very well so far. For the position of Steward of Emerald City, we have Spectator (a former King and Guardian of the Realm) and Eiturnia (a lovable newcomer) running. The Advocate of Foreign Enticement position is being fought over by Disaster & Triumph (formerly known as Starlav) and Thandryn (possibly our youngest and most Irish member on the forum). Guardian of the Realm is a shoo-in for Killer Kitty, as he's the only one vying for the position; this also holds true for Drop Your Pants and the position of Director of Public Relations. Naturally, poor Abstain is doing his best to steal every position available, but try as he might, we all doubt he'll be successful. Tongue



North Harmonia issued a <a class='bbc_url' href='http://z13.invisionfree.com/lazarus/index.php?showtopic=1800'>challenge</a> to the Delegacy not too long ago, so CEC members are also voting for a new Monarch. Either candidate will be an excellent choice for the region, as North Harmoneia has been Queen several times before already, and as Northern Chittowa has been doing a great job as King so far. Voting ends on May 12th.

Well a new cabinet and a few new faces (namely me) get ready to start their term in the Laz government. There was a flurry of activity for the voting, the normal crazed speeches about making the world a better place??and people generally having a good time. There was a hard pitched battle between the tag team of Drop Your Pants and Killer Kitty and Team Abstain but in the end the victors were DYP and KK. So without any more delay here is the new cabinet:

In the days, weeks and months leading up to the end of 2008 Lazarus went through some exciting events...



<strong class='bbc'>Lazarus High Chamber Elections!</strong>

On December 13th 2008 the Steward of Emerald City, Drop Your Pants, started the election process (after some poking and promises of beer from keen Lazarenes eager to get involved). The High Chamber elections would potentially shake up the four elected positions that lead involvment in the four main areas of the game; Internal Affairs (Steward of Emerald City), Foreign Affairs (Advocate for Foreign Enticement), Defence and Intelligence (Guardian of the Realm) and Public Relations (Director of Public Relations).



After much chatter and rumours flying around the region on who would run for what, it finally became apparant that we would have a core group of six personalities fighting it out for the four available positions. As always, the whore of the elections was the elusive Abstain, who went for every position available. Contending with Abstain for the position of Guardian of the Realm would be Ann, and Drop Your Pants fought it out against Abstain for the Steward of Emerald City. This left Ged Senski to fight it out for the two remaining positions of Director of Public Relations and Advocate of Foreign Enticement with Pope Lexus X and Red Back respectively.



After a tense campaign, where very little was said and even less thought, the extremely high turnout of six voters finally cast their ballots. The results were announced by Drop Your Pants as follows...

On December 22nd 2008 an old friend, a founder and one of the true forgotten legends of Lazarus returned to our shores. Lies Incorporated (twice former UN Delegate) announced his low key return to the region in the <a class='bbc_url' href='http://z13.invisionfree.com/lazarus/index.php?showtopic=770'>thread documenting the history of Lazarus</a>. We are all hoping that Lies will feature more in the region in the future and will at least stick around to see what has become of the place that he helped create into the region we know as Lazarus.

<strong class='bbc'>"And Then There Was Light!"</strong>



Well it's come to this Lazarus. You've seen many of the games finest take up this role, North Harmoneia, Northen Chittowa, and the questionably finest, DYP and Dipes, but now I've been elected to run the Gazette! The good news is I won't be retiring or disappearing anytime soon. The bad news is I won't be retiring or disappearing anytime soon. Long story short, you are stuck with me until impeachment or drunkeness takes me.



So to move along, I am proud to re-present to you, <em class='bbc'>The Lazarene Gazette</em> in all its glory! This weeks issue will cover several important and un-important issues, which I would summarise, but I have no idea what I will write at this stage.. So let the mystery commence!

<strong class='bbc'>The Good KKK</strong>



On November 9th, Killer Kitty was proclaimed King of Lazarus after a challenge was made to the then Monarch, North Harmoneia. Killer Kitty ran for the delegacy of Lazarus against Ann, a well-known member of The West Pacific and other regions. Ann made a concession speech before the end of the election, stating; 'KK is wise with military affairs and will make a great delegate.'



King Killer Kitty's rule was uncertain from the start as the delegacy had been seized by Viceroy Victorious, aka JAL, however VV was surprisingly appointed by KK as the region's Seneschal. The issues regarding endorsements continued for some time afterwards with the delegacy changing every few days, however this seems to have stopped leaving the largest region in NS with some stability, we hope.

<strong class='bbc'>Election Fever</strong>



While the whole world was crying themselves to sleep with no American elections to focus their attention on, Lazarus offered these poor souls a solution and threw their own elections. Some the positions being actually contested. The results were as follows:

Ged Senski fought Red Back for the Advocate of Foreign Enticement position, while Pope Lexus X fought Ged Senski for the Director of Public Relations spot. DYP and Ann both fought Abstain for their positions. The elections saw an increase in activity, which quickly dropped due to Christmas celebrating and several players being unable to operate keyboards without seeing the letters correctly. Hopefully this situation will be resolved soon. Oh wait, new years..

<strong class='bbc'>Return of the King</strong>



The former UN Delegate (yes UN, not WA), Lies Incorporated, returned to the forum after a long absence. LI is credited with being the first official delegate to rule in Lazarus and is recorded to have ruled the region for two seperate terms, both in 2004. As well as the governing of Lazarus, LI was also known to be a leading figure in the region of Gatesville where he was the General of it's millitia.



Whether his return is permanant or not is not yet known to the <em class='bbc'>Lazarene Gazette</em>, however we feel we must pay tribute to the greatest contributor to Lazarus the former delegate and founder of stability for the region we know and love.

<strong class='bbc'>Lazarus Foreign Report for Mid-January 2009</strong><strong class='bbc'></strong>



<em class='bbc'>The new year is in full swing and Lazarus has kicked off with a bang!</em>



<strong class='bbc'>The Council of Emerald City</strong>

Firstly, we would like to welcome out newest members to the governing body of Lazarus. They are People of People and FreeSatania, two highly capable newcomers to the region who have shown a potency for regional activity, especially in endorsing World Assembly members of Lazarus. We also welcome Bananacarl, a former member of the region Democrats who has shown an interest in helping kickstart the OOC areas as well as being a presence on the RMB. Finally we welcome back Lies Incorporated to the Council after a long absence from Lazarus politics. We are all hopeful that his experience in the region will pay dividends.



The Council has started discussing and implementing a series of regional development ideas, from an <a class='bbc_url' href='http://z13.invisionfree.com/lazarus/index.php?showtopic=2196'>RMB Advertising Monitoring Service</a> to ensure that the basic hub of the region is not swamped by illegal advertising activity. An education drive is also in the pipeline, with the idea of promoting both regional happenings to the wider populace and helping newcomers to the game to get their heads around the basics of the game.



Finally, our beloved King, Killer Kitty, has proposed a <a class='bbc_url' href='http://z13.invisionfree.com/lazarus/index.php?showtopic=2209'>Treaty Review</a> to the Council. This Treaty is designed to formalise and strengthen ties between Lazarus and The Black Hawks. This Treaty looks to be mutually beneficial for both regions and increase cooperation and activity.



<strong class='bbc'>The Office of Foreign Enticement</strong>

In addition to the Treaty Review with The Black Hawks, discussion has also opened up with the region The Kodiak Republic. With visits from Maestor Seymor, Vice President of TKR and a formal application from CaffeineLawyer, Chancellor of TKR, both parties are currently in the process of discussing intentions of the regions involved and generally getting to know each other better. The region of Equinox has also approached Lazarus with a request to open relations. With the unique system of Guilds in Equinox including former friends including Peaceian, the application has been gladly accepted and we look forward to getting to know this intereting region better.

<strong class='bbc'>Citizen Corner Goodness!</strong>

Recent discussions in the Citizen Corner have centered around the ongoign debate "<a class='bbc_url' href='http://z13.invisionfree.com/lazarus/index.php?showtopic=1556'>Hitler or Stalin</a>, who was worse?". This has been engaging visitors to the forum for well over a year now and it doesn't seem to be reaching a conclusion yet! A recent newspaper article has also inspired some belly laughs, <a class='bbc_url' href='http://z13.invisionfree.com/lazarus/index.php?showtopic=2210'>Bushisms</a> is by now an 8 year old treat for all in the world.



As always, we welcome all and sundry to visit the local bar, <a class='bbc_url' href='http://z13.invisionfree.com/lazarus/index.php?showtopic=4'>The Tiki Hut</a>, a regular haunt of all good Lazarene alcoholics. Just remember to charge your first drink to DYP and the liquor will flow!

<strong class='bbc'>Inactivity! Oh No!</strong>

Across the Emerald City, a somber, cold wind blows, winding down the empty city streets, curling around the desolate buildings, and hovering in long-abandoned doorways. Lazarus is quiet tonight, and a traveling visitor couldn't help but glance nervously over his shoulder at the silence stalking him as he wanders through the dark and lonely alleyways.



Yet if he listened carefully and had enough courage to approach the most derelict section of Lazarus in the center of the city, he would find the muted sounds of laughter and song seeping from the cracks in the cobblestone pavement and various dirty basement windows. For the Emerald City is not dead, but slumbers quietly, dreaming of the days when its citizens frolicked freely above ground and chattered loudly enough to keep the darkness at bay. In the city's underground, the tired but cheerful citizens of Lazarus keep to themselves and hope for the day when the Emerald City wakes up and is full of life again.



<strong class='bbc'>The Glorious Return of Aisli</strong>

However! Thankfully and miraculously enough, a veteran Lazarene has returned to the Emerald City, bringing a splash of much-needed vitality and sparkle to the region. After a year-long absence, Aisli, former High Chamber member and flirt extraordinaire, has burst through the gates of the city with the same mischievous and flippant air as before she left.



I was privileged enough to intrude upon Aisli?s busy schedule and have her sit down for an interview.

<strong class='bbc'>Totally. Okay, so tell me, what have you been doing the past year? Is there a particular reason why you abruptly left NationStates?</strong>

Aisli: Um?not really. I didn?t get into a fight or anything with anybody. Real life just got ridiculously crazy, and my priorities had to change so I could get things under control. But now, now life is way easier, and I have plenty of time to pop into the world of NationStates. Yay!  I am sorry for abandoning all my fellow Lazarenes and NSers last year with no warning, though.  That wasn?t too cool of me?



<strong class='bbc'>Don?t worry about it, I?m sure they?re just glad that you?re back. So, got any plans? I know you used to be a fairly active member of the High Chamber?</strong>

Aisli: Well, I wasn?t <em class='bbc'>planning</em> on participating in the government this time around, or at least for awhile, but?well?we don?t have an Advocate of Foreign Enticement. And I used to be the Advocate of Foreign Enticement. So I?m thinking that, well, maybe, probably, I?ll run for that after all. You know. As a service to the region and all.



<strong class='bbc'>Sweet! That?s pretty awesome! And, finally, I have to say, in case you weren?t aware, that you?re really quite beautiful. It?s almost shocking how gorgeous you are.</strong>

Aisli: Awww, that?s so sweet! You don?t have to say that! I mean, I know I?m easy on the eyes and all, but you?re not too bad yourself, lady.
<strong class='bbc'>Sexy Lazarene Political News</strong>

The Council of Emerald City, although severely diminished in size from its former glory days, is still actively discussing several issues, all with the goal of increasing regional activity and revamping the structure of the government into something sexier and more exciting.



The biggest issue up for debate comes courtesy of Pope Lexus X: <a class='bbc_url' href='http://z13.invisionfree.com/lazarus/index.php?showtopic=3027'>a proposal for a new constitution</a>. The most significant change features a Senate instead of a Council. The details are still being hashed out, but it?s definitely an interesting (and sexy) idea!



There have also been <a class='bbc_url' href='http://z13.invisionfree.com/lazarus/index.php?showtopic=2897'>several measures</a> taken to <a class='bbc_url' href='http://z13.invisionfree.com/lazarus/index.php?showtopic=3009'>combat inactivity</a> among High Chamber members. Basically our new motto is, if you don?t stay active, you?re out!

We've just completed an election cycle. Our new Cabinet is:The Draugr: HarmoneiaGatekeeper: SpectacorCoryphaeus: AisliCerberus: Dyr NasadWe also nearly had a Delegate Challenge, but that's morphed into a sometimes lively discussion on current policy and the potential need to amend our Mandate.Otherwise, all is well in the region.

Mid-July 2010



Following a post-election activity surge, the region has slowed down considerably. With several players on holiday, and other RL issues popping up, it's been rather quiet in Lazarus.



We did manage to revise our Mandate (Constitution). Discussions have been on-going as to whether to make further changes, primarily to split the duties of the Activity Commissioner, formerly the Coryphaeus, in half, as they are currently expected to maintain activity within the region and on the forum, recruit, and generate all regional publications.



In the interim, our Interior Commissioner, formerly the Draugr, appointed a Deputy tasked with recruitment for the Activity Commissioner. Athanasius was the nation given this new assignment. Alas, a few days after the appointment was made, Athanasius announced on the forums of Europeia that he was quitting NS.



In Foreign Affairs, headed by the Exterior Commissioner, formerly the Gatekeeper, we have opened or exchanged embassies with Global Right Alliance, Kingdom of Ireland, The Dominion, and Region, Inc. We have also reopened our embassy with the Founderless Regions Alliance after a several year lapse in relations.



In Real Life news, Congratulations to our Delegate, Viktoria Gryfynn, who got engaged! We wish her and her intended a life time of happiness together.



Also, the first weekend in August will see a mini-Lazarus meet-up as Viktoria Gryfynn, Plots, and FreeSatania are planning to get together in the Stuttgart area. Exact date and time were still to be determined.



And that's what's happening in the Land of Restored Nations.

Lazarus

August 2010



Lazarus' summer (or winter for the non-northern hemispherians out there) slump has continued. We have elections coming up shortly, and the hope is that will help jolt the region out of its slumber.



Lazarus RL mini-meet-up



Our Delegate, Viktoria Gryfynn, met up with Plots and FreeSatania at FS's house in Germany at the beginning of the month. By all accounts, a good time was had by all, though the promised pictures have not yet been shared.



Forum changes



Our General Discussion area was recently renamed. It was decided that the rest of the forum areas should also be renamed, and discussions have begun on what those new names should be.



Foreign Relations



Only one new embassy was opened in the month of August. We exchanged embassies with the Republic of Ireland. The region of Renaissance recently requested an embassy, and that request is currently pending.



All in all, it was a quiet month in the region of the returned.

When you are looking at your computer screen, watching that dvd, collecting friends on Facebook, following on Twitter, wasting your life away on You Tube, finishing that nasty paper or reading a fine book, it is at these times that your bed calls to you. It calls out your name, begging you to come under the covers, to feel the soft and warm fabrics and fine textures upon your body, your lover...caressing...and for reasons unknown I can't continue. Blame the terms of service. Confusedcratch:



This too is the fate of Lazarus, as we post, then go back into the casual routine of real life or likewise move to other more active forums, this makes it problematic for someone like me who loses track of who actually runs the place, but maybe it just adds to the mystery or the nostalgia, ghost towns, especially with ghosts including are cool places to be, unless you get all scared and freaked out by collapsing buildings, or rusted iron which could likely put you in hospital or worse.



But that's the great part of being in Lazarus, everyone regardless of race, ethnicity or religious or political beliefs, ends up right here, no bullet or wound in Nationstates can kill you, the mods just bring you back to life, a shame that doesn't correspond to real life, in which case we could raise a massive army of mutant zombies, and bring all of Nationstates to its knees, in a terrifying late night offensive, and make them all our Zombie slaves, or in the very least make someone give us a decent cup of tea or coffee. :tea:

It's another election finished in Lazarus, and since its been a while since the last update on what's happening here it would be a good idea to announce our friendly bunch of squabbling would be bureaucrats, of which I am one, which draws into the blatant bias of this publication towards a single perspective. :ninja:



North Harmoneia has been elected to the World Assembly delegacy, and Viktoria Gryfynn retains a place in Cabinet as Interior Commissioner, the Exterior Commissioner is Spectacor, the previous Activity Commissioner Anstan resigned leading to a snap election, Athanasius stood unopposed to take up the position of Activity Commissioner.

It is that time of year again, the day that gets accountants excited, shop owners ecstatic, and credit cards overflowing, that?s right it?s Christmas. Every time this time of year, people young and old, of many religious or ethnic backgrounds will take part in celebration of the end of this year and beginning of hopefully a promising and happy new one.



Perhaps you will get the presents you like under your tree or get absolutely what you don?t and spend your Christmas annoyed or upset, perhaps you are spending overseas on a nice vacation, or maybe you just like to stay at home with family or go to church and celebrate the life of Christ, or more than likely just enjoy the season, the snow and the sun, before getting back into things in the new year and our dull, exciting, annoying, playful lives.

And I laughed when I saw his programmer, in spite of myself!

A wink of his eye and a twist of his head,

Soon gave me to know I had nothing to dread.



He spoke not a word, but went straight to his work,

And fixed all the files, then turned out not a jerk.

And laying a txt file aside of his nose,

And giving a nod, up the firewall his program rose!



He sprang to his sleigh, to his team gave a whistle,

And away they all flew like the down of a thistle.

But I read on the file, ?ere he drove out of sight,

"Happy Christmas to all, and to all a good-night!"
