3WL applies 'within the region and the forum' ; does this include IRC; is the region the members of the region, or just the RMB?This came out of an IRC discussion, and would be nice to be clarified.

3WL should only apply to the region and forum, it has to end somewhere. IRC is practically in the realm of OOC.

So members are able to break 3WL on IRC, and merely lose IRC privileges, yet if they break 3WL on the RMB, they can get region banned? Double standards?

If the 3WL doesn't apply to IRC, then you can't <em class='bbc'>break</em> the 3WL on IRC.
I'm saying IRC, like Skype, is on the crust of OOC.
I also think you have a very weird interpretation of what the 3WL is supposed to serve -- it's supposed to establish what are the grounds of civil conduct. In areas of less formality, complete civility should not be expected to always be conformed.

Wait, what?The 3WL was established so that people would act in a civil manner on the RMB and here on the Forums (another form of the RMB) do keep in mind that when 3WL was first established, along with the forums, it was because we needed a way to keep track of things. At that point in time the issue that was prominent for us was that the RMB did not have a history or check back button like it does today. At that time we had a pretty constant, when we were in the first stages of getting TSP Cabinet set up and running, under almost constant harassment so we had to come up with a way to try to get something done and do so in an environment that had us not running around like chickens with their heads cut off, and we wanted a little peace and quite.......so 3WL came about.So do keep in mind that IRC was not part of TSP therefore not part of the consideration of 3WL. Also keep in mind that there are more immediate ways to handle things on IRC than there are on the RMB and here......just a thought or 20 from a waking up mind.

Our IRC channel is not governed by TSP laws the ops in the channel are in charge. I would not support putting it into our laws.
