Simple issue here; at some point the numbering of Articles changed, and produced a typo. Article 2 needs to be renumbered as Article 3.

Article 9: Amendments

  1. This Charter may be amended as needed in accordance with Article 3.
  2. All Citizens have the right to request a Great Council for a review of the entire Charter, Bill of Rights, and Code of Laws. A Great Council may only be called once every six months.

Bel... Weren't you going to go through the Charter and make little fixes to the whole thing, instead of 100 little votes? I will give this another day or two before bringing it to a vote, as to allow for one major Charter vote...

No, I'm doing it in lots of little amendments. It's easier than trying to bundle them all into one big omnibus, from the point of view of both writing the omnibus and implementing; generally typo's are produced after an omnibus, when something is missed.
