I'm not paying attention to the Cures per strike. The game played out that the first missiles killed massive amount but as the zombie count got lower, the last 10 missiles on a region only killed 1,000,000 and I saw many people stay to clean up a region as others moved on to another target. This was not a deliberate thing, it's just how the game played out,
