We will be accepting applications for the position of Global Moderator.  Global Moderators should be readily available.  Global Moderators will need to enforce the board moderation policies and apply them fairly to all members.

Whereas the Assembly of The South Pacific previously passed the following declarations of war:
  • Declaration of War against the GGR, 04 June 2012,
  • Declaration of War against Gatesville, 03 July 2013;
Whereas there has been no significant action, to date, in furtherance of either war, due to the presence of active Founders in both regions preventing meaningful military action against them, the collapse of activity within these regions' governments and populaces, and the decline in inter-regional relevance of both regions;

 
Whereas the circumstances that led to the Declaration of War against Gatesville have changed dramatically since that declaration was passed, the Kemetic Republic of Osiris has been dissolved, and Osiris is no longer at war with Gatesville Inc;

 
Whereas the Osiris Fraternal Order, the successor government to the Kemetic Republic, has admitted Treize Dreizehn and Durkadurkiranistan II as citizens and as members of its regional legislature, despite these individuals' cooperation with Nevadar of Gatesville to maintain The Dourian Embassy as the rogue Delegate of Osiris in July 2013;

 
Whereas declarations of war are not necessary to pursue direct military action against The Greater German Reich or Gatesville Inc or disruption of their military actions against other regions;

 
Whereas a state of war should only be maintained against another region in the most severe circumstances and for the most serious of reasons; and

 
Whereas the Assembly of The South Pacific does not believe such severe circumstances and serious reasons exist any longer in relation to The Greater German Reich and Gatesville Inc, rendering a legal state of war unnecessary;

 

Therefore, let it be:

 
Resolved that the Assembly of The South Pacific continues to condemn and oppose the insidious and hateful ideologies espoused by The Greater German Reich and other Nazi and fascist regions;

 
Resolved that the Assembly of The South Pacific continues to condemn the violations of Feeder and Sinker sovereignty perpetrated by Gatesville throughout its history, and will continue to oppose such aggression by Gatesville Inc against Feeder and Sinker communities in the future;

 
Resolved that the Assembly of The South Pacific continues to encourage direct military action against The Greater German Reich and Gatesville Inc, and disruption of their military actions against other regions;

 
Resolved that the Assembly of The South Pacific mandates that the Coalition of The South Pacific and its military forces will continue to honor the commitments made through the Coalition against the Greater German Reich treaty until such a time as that treaty is repealed;

Resolved that the Assembly of The South Pacific hereby designates The Greater German Reich and Gatesville Inc as Prohibited Groups under Article 9 of the Code of Laws; and

 
Resolved that the Assembly of The South Pacific hereby repeals Declaration of War against the GGR and Declaration of War against Gatesville in their entirety.
 
 

I think this is fairly straightforward. We have two war declarations on the books that aren't being executed in any meaningful way, largely because they can't be executed against foundered regions: a declaration of war against GGR that gives it unnecessary attention and status in our law when it can be effectively opposed without such attention and status, and a declaration of war against Gatesville Inc when most of the rest of NationStates, including Osiris, have now completely moved on.

Quote:Article 9: Prohibited Regions and Organisations

  1. The Cabinet and/or CSS may request the Assembly designate foreign regions and organisations deemed hostile to The South Pacific as Prohibited Groups. Such requests must be accompanied with a report detailing those activities that meet the definitions of hostility detailed in clause 2 of this Article.
  2. For the purposes of this article, hostility shall constitute foreign regions or organisations that (1) have coordinated efforts to directly exploit the elections or Assembly of The South Pacific; (2) groups that have engaged in or have attempted to engage in coordinated espionage against The South Pacific government or military; or (3) groups that have or have attempted to sabotage The South Pacific's military operations.
  3. For the purposes of this article, being on opposite sides of a military engagement, provided the target-region is not an ally or a region that The South Pacific is at war with, shall not constitute sabotage of The South Pacific's military operations.
  4. Membership in a designated Prohibited  Group is prohibited within The South Pacific and grounds for revocation of citizenship, following a 7 day grace period to allow renunciation of membership in the Prohibited  Group. The seven days grace period begins immediately after the notification of the citizen in question that they are a member of a Prohibited Group by the Vice Delegate or a member of the CSS.
  5. Any individual whose citizenship has been revoked for membership in a designated Prohibited  Group may contest their membership in the Prohibited  Group to the Appellate Court within 7 days of their citizenship being revoked. The Appellate Court shall uphold the revocation of citizenship if the individual is found to have been a member of a designated Prohibited  Group at the time of citizenship revocation and shall reinstate citizenship if the individual is found not to have been a member of a designated Prohibited  Group at the time of citizenship revocation.
  6. Applicants for citizenship who are members of a designated Prohibited  Group shall not be granted citizenship unless they renounce membership in the Prohibited  Group.
  7. Membership in a designated Prohibited  Group does not constitute a criminal offence; failure to disclose such membership shall constitute fraud.
  8. Regions at war with The South Pacific or with which The South Pacific is at war shall be automatically considered Prohibited Groups. The Assembly may further designate Prohibited Groups via a vote with a 60% majority in favor, should the Cabinet and/or CSS request such a designation. The Assembly may rescind a Prohibited Group designation via a vote with a 60% majority in favor.
  9. The following regions and organisations are deemed Prohibited  Groups within The South Pacific: The Greater German Reich, Gatesville Inc.
  10. The Chair of the Assembly shall update clause 9 of this Article to reflect The South Pacific's current Prohibited Groups.

  Changes to the Ministry of Foreign Affairs

Given the recent exit by my second-in-command, Horse, I am forced to confront the long-term problems of the Minister of Foreign Affairs. It is probably the most dysfunctional ministry in TSP and has been for a very long time. This isn't a dig at any former Ministers, because this is obviously also a failure of my own.

 

The main issue is that keeping the diplomatic corps active and engaged is impossible. We have tried everything from carrots to sticks. It's a thankless job that people take as a foothold, or because they don't know how thankless and menial it is. We get people to sign up, and they may be active for a week or two, but eventually they all disappear. This is a serious problem for two reasons. The first is that the diplomatic corps plays a large role in helping produce the monthly foreign updates. The second is that they are the people who disseminate them. When the diplomats disappear, those responsibilities are placed on the Minister and his or her deputies. When those deputies leave, the Minister is left to do it all alone, and that is too much to ask of one person with other demanding responsibilities.

 

I have given up on fixing the diplomatic corps. I am ready to abandon it entirely. In turn, I am proposing that we end the monthly update practice as it currently exists. In reality, FA updates are regurgitations of the previous month's news. While that used to be valuable, with the proliferation of media outlets, this practice is now outmoded. Those outlets do it better and faster. Indeed, we have our own affiliated outlet, SPINN, and I am planning on getting in touch with Hileville to see if SPINN would want to do a monthly recap feature instead.

 

These decisions will have consequences. Most regions, including our own, have an activity requirement in order to maintain embassies. We may lose some of those embassies, if special accommodations cannot be made. I do think that, because we will be doing this to everybody and not selectively, regions will feel less insulted and more willing to accommodate us. However, it would not be end the of the world if we lose forum embassies we don't even use. Our relationships do not rest upon sub-forums.

 

I believe these decisions will have a net positive impact on the Ministry of Foreign Affairs. The Minister will be freed up to focus on the political aspects of his or her job, which is, of course, the main purpose of the position. Additionally, should Hileville agree to do monthly recaps, SPINN will be publishing more often. This is a much-needed modernization of how our region handles foreign affairs. Instead of acting like things haven't changed in the past few years, and fighting to keep things the same, we should accept the changes and adapt.

 

I eagerly await input from my fellow Cabinet members.

  Resignation of duties as Deputy Minister(s)

Well, it's been fun, it really has. Writing some FA updates, managing Ambassador duties, etc. But unfortunately, I really haven't been enjoying it lately, nor do I think people like the way I am managing the FA update, or the Ambassador Corps. Effective immediately,  I resign from my duties as Deputy Ministers in FA. I will still hold citizenship here, and will lurk on the forums, but expect very, very few posts from now on. I thank everyone who has given me the chance to do some work here, and I have no negative things to say about TSP. Thanks for all the fun, and hope to see you all soon.
